Marwan’s work centers on driving public sector excellence, spanning superstructure design, governance models, civil service management, streamlined service delivery, and ecosystem digitization.
From transforming a Gulf Cooperation Council (GCC) nation’s center of government to establishing a National Communication Center for another GCC country, he has delivered impactful results across the region. His work in these high-profile projects have involved restructuring key functions, strengthening governance frameworks, and enhancing coordination across government entities — efforts that have played a pivotal role in strengthening policy execution and advancing national priorities.

Fluent in Arabic, Marwan combines regional insight with global expertise. He holds an MBA from IE Business School in Spain, an MS in management information systems from ESCP Business School in France, and a BE in computer and communications from Notre Dame University in Lebanon. He leverages his diverse academic background to support national development and align public institutions with ambitious policy objectives.
Outside of work, Marwan treasures time with his family, delighting in moments of discovery with his two sons — whether solving puzzles together or enjoying the outdoors. An avid gardener, Marwan finds peace and inspiration in tending to his plants and spending time immersed in nature.
